3、投標人資格要求
投標人應具備的資格或業績:1)The bidder shall have been registered not later than Jan. 1, 2018, the copy of the business license and/or other equivalent certification documents shall be provided in the bid;
2)The bidder has completed at least two equipment procurement or integrated project in China from 1 January 2018 to the initial date of the bid submission deadline, which is financed by foreign government loans or international financial organizations. The contract amount of each completed project shall not be less than 3 million euros (or equivalent USD or equivalent RMB). The bidder shall provide a copy of the bid-winning notice, a copy of the purchase contract (including the first page of the contract, the price page, the signature page, the equipment list page (price information can be deleted) and the contact information of the owner) and a copy of the project acceptance certificate issued by the user. Among them, the bid-winning notice, the signing time of the procurement contract and the date of the project acceptance certificate shall be within the above-mentioned specified time limit and shall be stamped with the official seal of the bidder.
3)The bidder shall have an average annual turnover of not less than EUR 20 million for the past three(3) years (since 2020 to 2022), and shall provide audited financial reports for all three years;
4)The bidder shall submit a certificate to be certified according to the relevant ISO 9000 /14001standards or equivalent;
5)Proven positive annual profitability within the last 3 years (2020-2022) for the respective bidder, shown on the basis of audited financial reports for all three years;
6)The bidder shall provide a bank reference letter issued by its opening bank within three(3) months before the bid opening;
7)The bidder shall provide a bank credit certificate for this project issued by a bank with good reputation within or outside the People's Republic of China and not less than 80% of the bid price;
8)The bidder and/or its associated companies engaged in foreign government loans, shall not be circulated a notice of criticism, and/or have the experience of interruption or termination of the Contract.
9)The joint venture is not be acceptable.
